摘　　要：依据经济学分析可知,教育实习机会的正外部性导致了市场失灵,相对于高师院校的理想需求而言,教育实习机会供给短缺。而政府有效干预是解决这一问题的不可或缺的力量,通过政府补贴或政府规制,可以有效克服市场失灵,实现实习机会的理想供给,从而保证全体高师生的教育实习。Based on economic analysis, we can see that positive externalities of educational internship opportunities led to market failure, as opposed to the ideal demand for normal universities＇ teachers, educational internship opportunities were not enough. The government＇s effective intervention is an indispensable power to solve this problem, by government subsidies or government regulation, we can effectively overcome market failures and achieve the ideal supply of internship opportunities, so as to ensure all normal students＇ internship.
