摘　　要：中国的新农村建设是个长期发展话题,如何认识、理解并开展新农村规划,直接关系到新农村建设的质量。从城乡统筹的角度,解读新农村发展、建设及规划的部分背景,研究新农村规划中遇到的关联问题,提出新农村规划首先需要解决的是农村经济的发展问题,必须是城乡统筹性的规划,既需要在空间关系上统筹,更需要在发展关系链上统筹。Improving the planning and construction in rural areas is a long-term process that directly affects thequality of new construction projects. This paper analyzes the background and problems of improving rural development from an urban-rural perspective. New socialist rural planning should address economic develop-ment first and then focus on urban-rural development both spatially and socio-economically.
