刍议大病医疗救助体系的完善

摘　　要：目前有效的大病救助方式覆盖率太低,大病医疗保障体系覆盖面较窄。而过度医疗现象又普遍存在,缺少对大病医治方案的有效监督。商业医疗保险所起作用太小,我国目前大多数大病患者看不起病。若能改变救助方式,提高大病互助金覆盖率及覆盖面,改进医保个人帐户资金管理方式,同时建立大病医治方案监督制度,倡导加强商业保险业的社会责任感,倡导健康的生活方式,应能较大缓解目前大病医治所面临的困境,解决目前大病救助不足、资金短缺的难题。The current coverage rate of effective serious-illness medical care is low and the coverage of serious-illness medical security system is narrow. But excessive medical care is ubiquitous, lacking in the effective monitoring of serious-illness treatment scheme. Meanwhile, the commercial medical insurance helps little and currently most serious-illness patients cannot afford the treatment. The predicament of serious-illness treatment can be greatly relieved by changing the method of salvation, increasing the coverage rate and enlarging the coverage area of mutual aid funds, improving the management method of personal account of medical insurance, constructing the monitoring system of serious-illness treatment scheme, strengthening the social sense of responsibility of commercial insurance industry, and advocating a healthy life style, so as to settle the problem of salvation insufficiency and fund shortage of serious illness.
