摘  要:我国政府对食品安全采用"分段监管为主、品种监管为辅"的监管模式,其弊端是:在中央层面缺少权威的监管协调机构;执行中监管职能缺位或重叠,监管责任难以落实。本文以我国牛奶行业食品安全监管为例,分析奶业食品产业链的构成环节及监管措施,借鉴西方协同政府理论,提出我国奶业食品安全的协同监管模式。Chinese government food safety supervision adopts the model of "sectional supervision as the main while supervision of differ- ent varieties as a supplement". The disadvantages of the current supervision model represents that there is not an authoritative supervision organization at the central level. In addition, supervision functions are in the absence or overlap in implementation so that it is difficult to carry out the duties. Take the food safety supervision of milk industry as an example, this paper analyzes the composed links of the milk industry chain and their respective supervision countermeasures. And based on the practices of the joint - up government reforms initiated in Western countries, this paper identifies the joined - up supervision as an ideal model of the milk industry supervision in China so as to solve the issues in terms of departmentalism and supervision failure.
