摘　　要：第一轮高校教学评估存在一定的局限性,主要表现在评估指标和程序、评估能力的局限性,以及评估价值的异化问题等方面。对于提升教学评估能力,突破其局限性,则可从构建评估与政府、社会和学校的良好关系;建立权威性评估中介机构;强化高校内部质量管理与监控;减少评估中的形式主义内容等几方面入手,切实进行改进工作。The limitations imposed in the first - round higher education teaching evaluation are mainly presented in the following ways： the limitations of evaluation index, evaluation process, and evaluation ability, and the dissimilation of evaluation value. The following suggestions to improve teaching evaluation ability and break through its limitations are put forward： constructing a healthy relation between assessment and government, society and universities, establishing an authoritative mediating organization, enhancing the internal management and monitor in universities, reducing formalism in evaluation.
