摘　　要：目的:了解青岛市社区卫生服务机构纳入医疗保险管理后的成绩和存在的问题。方法:选取青岛市内4区的11家社区卫生服务中心/站进行定量调查和定性访谈,同时收集医疗保险管理中心颁布的政策规章资料进行综合分析,发现问题。结果:医保政策促进了社区卫生服务机构的发展,取得了很大的成绩,同时也存在一些问题。结论:针对取得的成绩和存在的问题,政府仍需要加大对社区的投入,加强对社区政策的倾斜力度。Objective： To learn about the achievements and existent problems in Qingdao after integrating community health service institutions into health insurance. Methods ： We selected 11 community health service institutions and investigated them with the questionnaire and qualitative interview in four districts in Qingdao downtown. Meanwhile, we collected and analyzed the policy and regulations from Health Insurance Centre of Qingdao to find out the problems. Results： The health insurance policy has accelerated the development of community health service institutions, and has made great achievements. But, there are also a lot of problems. Conclusions： For the achievements and problems, the government needs to increase investment and make some related policy.
