知识交易视角的教育收费

摘  要:教育收费存在三种类型:完全收费、完全无收费和非完全收费。不同收费类型对应不同的知识交易形式、学费形成过程以及教师团队激励机制。成本视角对教育收费的解释并不令人满意。从知识交易视角来看,所有教育活动都需要通过某种支付形式向教师团队购买知识,由此可以对教育收费进行重新解释,并推导出赋予学生教育自由、丰富收费模式、差别化监管、强化政策扶植等政策建议。这些政策建议对于提高我国公民的教育满意度具有重要价值。Tuition is of three types, i.e. complete tuition, zero-tuition and partial tuition. Different types of tuition correspond to different forms of knowledge transaction, formation of tuition and mechanism for teacher incentives. The perspective of cost is not fruitful in producing sound explanations for tuition. From the perspective of knowledge transaction, all kinds of educational activities entail paying teachers for their knowledge in one form or another. This porspeetive redefines tuition and suggests that students are entitled to freedom of education, that forms d tuition can be diversified, that supervision can be differentiated, and that policy support can be strengthened. These suggestions are valuable in enhancing the degree of satisfaction of Chinese citizens with education.
