摘　　要：以生命伦理学的视角看待医疗保障的战略发展,正是"以一个公正无私旁观者的姿态来审视我们自己的行为"以确定医疗保障发展的公正、合乎道德规范的行动路线。医疗保障制度本质是一种社会的或经济的制度安排。其目标和医疗卫生事业的本质目标是相同的,是救治疾病,实现人类自身的健康进而促进人类的发展。In the perspective ofbioethics, the medical service security strategic development is precisely to conform to the moral standard which ＂carefully examines our behavior by a fair selfless observer＇s posture＂ to determine the fairness in medical security development.The medical security system is a social or economical arrangement and its goal is same with the health enterprise essential, namely to treat, cure disease, and realize human own health to promote humen being＇ s development.
