国内“省部科技合作、协商”研究述评

摘　　要：在府际关系的相关研究中,关于"府际协商、会商"的研究还很少。在实践领域,我国中央与地方之间、区域之间的关系有了新的发展。对国内体现中央与地方府际协商、会商、合作关系的省部合作、省部会商、省部共建、省部产学研合作、省部应急管理会商、省部水与环境管理协商等相关研究进行了梳理,力图对中央与地方的新型府际关系有一个较为整体的认识,对新时期我国中央与地方的府际关系有一定的意义。The study of intergovernmental deliberation or consultation is rarely in the studv about intergovem- mental relations. In practice,the relations have new development between central and local government. This paper is a review of the study about the new trend of central and local governmental reiations,such as cooperation in science and technology fields between province and ministry, consultation in science and technology fields between province and ministry, co--construction in science and technology fields between province and ministry,cooperation in prod- uct,study and research between province and ministry, consultation in emergency management between province and ministry,deliberation in water resources and environment management between province and ministry. This paper tries to provide a whole cognition about new intergovernmental relations which will be significant in new period.
