摘　　要：为了解决在跨企业环境下,复杂产品研制项目计划在编制过程中由于全局工作分解结构(WBS)与企业内部项目计划结构之间的差异所引起的一系列问题,提出了工作组合结构(WCS)模型和基于WCS的多级计划编制方法。企业在全局WBS的基础上,对WBS单元进行分解、组合和重构,形成符合企业管理特点的内部工作组合结构。基于WCS建立的企业内部项目计划,通过建立任务集合与全局项目WBS单元之间的映射关系与映射规则,可以动态生成多级项目计划,并将进度信息按照一定规则及时反馈到项目WBS。该方法保证了多企业环境下,复杂产品研制项目多级计划的一致性和企业内部项目计划编制的特殊性。In order to solve the consistency problem aroused by the conflicts between the global project work breakdown structure and enterprise-internal project breakdown structure during the multilevel project planning process of complex product, a WCS model and a multilevel project planning method based on WCS are proposed. In this method, elements of the global project WBS can be broken down, combined or merged to form a completely new WCS by enterprises of all levels. WCS is used for internal project planning. Task collections of internal project plan can be associated with the global project WBS elements according to some defined formula. Then a multilevel project plan can be formed dynamically, and the progress information of each task collections can be allocated to the multilevel project plan automatically. This method ensures the consistency of multilevel project planning and the particularity of the nterprise-internal project planning.
