摘 要:目的对南水北调中线陕西水源区基础条件进行科学全面的评价,为南水北调工程顺利实施提供理论参考和决策支持。方法运用AHP决策分析方法,构建水源区基础条件评价体系层次结构模型;运用信息熵法进行指标权重的修正,最后运用模糊综合评判方法,进行定量与定性综合分析。结果水源区基础条件综合水平一般,在评价体系中,环境条件、经济条件及基础设施条件较差,需着力改善。结论须采取建立水土保持生态补偿机制,尽全力加快落实进程,深入开展小流域综合治理,退耕还林、天然林保护工程等,采取有效措施解决影响基础条件的瓶颈问题。Aim To provide theory reference and policy-making support for implementation of the south-to-north water diversion project by conducting the scientific comprehensive evaluation study for the northward rerouting of southern river area basic requirement. Methods Using the AHP decision analysis to construct area basic appraisal system;carrying on the target weight using the information entropy law. Finally, using the fuzzy synthesis judgment method to carry on the quota and the qualitative generalized analysis. Results tions in water source area is ordinary. The environmental conditions, economic Comprehensive level of basic condiconditions and infrastructure conditions in the evaluation systems are poor, which need substantial improvement. Conclusion The effective actionsmust be carried out to solve the bottleneck problem of affecting basic conditions. The actions include establishing the soil conservation ecological compensation medchanism, speeding up the implementation process and carrying out indepth comprehensive management of small watershed, shoped land conversation program, and natural forest protection engineering.
