摘 要:本文所构建的超限补偿费率确定框架和测算模型,首次将外部成本和外部收益系统全面的考虑进去,超越了传统的费率确定理论体系的范畴。通过构建由道路破坏成本、道路安全成本、环境成本和效率成本共同组成的超限运输外部成本组成体系与各外部成本和外部收益的定量测算模型,建立了基于社会福利最大化的超限补偿费率定价模型,模型的实用性通过算例进行了有效验证。为国家采用计重收费等经济手段科学合理的治理超限运输提供了强大的理论支持,对公路收费标准定价理论进行了有效的扩展。With consideration of the external costs and external profit comprehensively for the first time, a framework and a pricing model of oversize/overweight compensation rate, which go beyond the traditional theoretical system for rate determination, were established. Through building oversize/overweight transport external cost system which is comprised of the cost of damage to roads, road safety costs, environmental costs and efficiency costs, and through building ration model of external costs and external profits, oversize/overweight compensation rate pricing model based on the maximization of social welfare was built. The practicability of the model was validated through examples, which could be a theoretical support for the nation to adopt the scientific and economic ways such as loading based toll collection to cope with oversize/overweight transport and expand the pricing theory of the road charge criterion effectively.
