南京国民政府时期公派留学经费管理初探

摘　　要：作为留学教育日常管理中的重要环节之一,经费管理主要受留学教育整体政策引导,同时亦为其时国际国内政治、经济形势所制约。而经费管理的举措是否科学有序,往往又会反过来影响留学教育整体效能的发挥。本文从历史角度着眼,对南京国民政府时期的相关情况加以初步探讨,以求对当前相关决策实施予以一定的参考借鉴。As a substantial of conventional management to oversea education, the funds management is not only mainly guided by the integral policies, but also restricted by the political and economic situations of international and domestic then. One the contrary, the measures on funds management can influence the integral efficacy of oversea education. The present article takes a historical view to investigate initially the related cases of the Nanking National Government, and provides some references for the present decisions.
