摘　　要：义务教育均衡发展最终要落实到学校内部的均衡发展上。本文通过对广州市公办义务教育学校所进行的大样本问卷调查与访谈,发现义务教育学校内部仍存在较多不均衡现象,为此,需要政府与学校在治理模式、教育理念与办学行为中坚持均衡原则,各司其职,为每一个学生提供公平的教育,促进每一个学生健康发展。The balanced development of compulsory education aims to realize the balanced development among public schools at last. According to a large sample questionnaire and interview in public schools of Guangzhou, the paper finds that there are lots of unbalanced phenomena, which needs government and schools to insist on balanced principle and work independently on governance model, educational idea and action of running school in order to promote every student＇s healthy development.
