摘　　要：与学界已有的观点不同,本文从日本国有铁路在接收"满铁"人员、背负沉重的公共负担及不合理的税收负担等方面给经营上带来的影响进行了分析。This paper has different views from the academic circle. It analyses the causes for the deterioration of operation of the stateowned railways in Japan. The author thinks that the deterioration of operation is caused by acceptance of extra staff and beating of heavy public burden and unreasonable tax burden, etc.
