摘　　要：培训理念是培训模式的价值核心。中国浦东干部学院提出了"忠诚教育、能力培养、行为训练"的培训理念。这一培训理念所包含的三个方面是一个完整的整体,三者是有机统一的。全面贯彻这一培训理念,需要在培训实践中正确处理价值、能力与方法三者之间关系。Train ideal is the core value of train model. Value Education、capacity building and behavior orientation is the train ideal of China Executive Leadership Academy Pudong（CELAP）. It s the all and the one. to carry out the train ideal in action,we must deal with the relation of value、capacity and means.
