摘　　要：Ｃ３Ｉ系统效能分析是目前学术界的热点问题。８０年代中期，Ａ．Ｈ．Ｌｅｖｉｓ等人提出了一种可用于Ｃ３Ｉ系统效能分析的ＳＥＡ方法，本文比较规范地建立了该方法的概念、分析步骤以及效能指标的一般表达式，为后续文章提供方法论基础。ＳＥＡ方法也适用于其它领域的系统效能分析。Effectiveness analysis of C 3I system is a problem to which scholars pay their attention presently. In the mid eighties of this century, A.H.Levis and others have offered SEA method which can be applied to effectiveness analysis of C 3I systems. In this paper, SEA's concept, analytical procedure and general formulation of effectiveness quota are set up. This provides a basic method for latter articles. SEA method is also suited to other system effectiveness analysis.
