摘　　要：高校教育决策要做到科学化和民主化,决策机制的完善是重要的因素之一。高校要建立和完善决策专家咨询制度、论证制度、修正制度、公示制度、监督制度和决策失误责任追究制度,此外还要规范高校教育决策程序。这些措施能有效约束决策者的主观随意性和盲目性。The higher education in making decisions should be scientific and democratic. To achieve this aim, decision-making mechanism is the fundamental guarantee. We must establish and improve the decision-making system of expert advice, demonstration system, amendments to the system, publicity system, monitoring system and accountability system for decision-making mistakes, in addition to norms of higher education decision-making process. These measures will effectively bound the blindness of arbitrary and subjective decision-makers.
