摘  要:新加坡税务局在人才立国、终身学习、持续培训等战略思想的指导下,成功实施了人才培训计划,卓有成效地构建了科学完善的税务官员终身学习体制,为新加坡政府打造一支能干、敬业的知识型、国际型税务公务员队伍提供了智力支持。尤其在公务员培训课时量化、学习型组织确立、根据岗位能力模型设置培训内容、根据柯式评估模型进行项目评估等方面,新加坡的做法值得我国借鉴。Guided by the strategic thoughts of developing the country by the talented people, building the lifelong learn- ing system and the consistent training system, the Inland Revenue Authority of Singapore has successfully implemented its training plans for talents and developed a comprehensive life long learning system for tax officers, which provides a strong intellectual support to Singapore government in its efforts to develop the tax civil servants to be professional and dedicated while keeping up with the international trend. The civil servants' training system of Singapore is well-received and worthy learning particularly due to the mechanisms of quantifying training time, establishing learning-oriented organization, designing the training contents based on technical competency models and assessing projects through Kirkpatrick Model, etc.
