摘　　要：通过对广东省X县"以县为主"的义务教育管理体制进行调研分析,可以看出,省级政府在农村义务教育经费保障中负有重要责任,它应当并且可以成为农村义务教育经费的统筹者和主要承担者。By analyzing the ＂county-oriented＂ financial management system in the rural compulsory education in X county of Guangdong province, we can see that the provincial government takes on the main responsibility of the fund guarantee in the rural compulsory education. Also it can and should be the coordinator and main undertaker of the rural compulsory education funds.
