基于基尼系数的经济—环境协调发展及其机制

摘　　要：通过对基尼系数内涵的扩展,提出了经济—环境基尼系数的概念,进而计算出了经济—环境协调度,并对协调度进行分解,以探析经济—环境协调发展的机制。结果表明:中国经济—环境协调程度在1996—2006年间经历了一个先下降后上升的"U"型曲线过程,经济—环境协调发展历程受经济发展影响较大;经济发展因素对协调度的贡献大于经济存量因素,环境要素中与污染物相关的因素贡献较大;经济在经济—环境协调发展中扮演着重要的角色,东部地区在强大经济实力的支持下环境建设水平迅速提高。The coordinative development between economy and environment is viewed as an important way to realize regional sustainable development. In this paper, economic-environment Gini coefficient was suggested by extending Gini coefficient connotation to explore the economic-environment coordinative development rule and analyze their mechanism in China. In order to evaluate the eigenvalue of economic system and environmental system, two comprehensive appraisal indices systems, including 60 basal indices, were established. At last, economic-environment Gini coefficient, which was namely the coordinative degree between economy and environment in this article, was calculated. And through analyzing the coordinative degree, we could attain the coordinative mechanism in the development of economy and environment. The results reveal that the economic-environment coordinative degree from 1996 to 2006 has undergone a first downward then upward ＂U＂ curve. The economic-environment coordinative development process receives greater influence from economic development. The economic development factors contribute more to the coordinative degree than the economic scalar factors while the pollutants related factors among the environmental factors contribute more.Economy has played an important role in the coordinative development between economy and environment. In most provinces in East China, environmental construction develops rapidly backed by the powerful economic strength. The article made an attempt at the quantitative analysis of coordinative development mechanism. The method could be used for references of similar researches and the results could be references for regional sustainable development.
