摘　　要：基于地方供应链长期关系的集群称为"传统集群"。基于合资R&D临时联合关系的集群称为"以科学为基础的集群"。集群方法与创新体系思想和三重螺旋理论是兼容的和互补的,因此集群方法可作为建立区域创新体系和实现三重螺旋模式创新的有用载体和工具。美国乔治亚州的集群策动案例,提供了将三者有机结合的范例,它的集群策动组织形式、资助方式、运作机制给我们提供了许多有价值的启示。The cluster based local supply chain long-term relationships is called traditional cluster. The cluster based temporary coalitions for R＆D joint ventures is called science-based cluster. The cluster approach is compatible and complementary with innovation systems and Triple Helix, so that it can be used as a useful carrier and tool to build regional Innovation Systems and realize Triple Helix innovation. The cluster initiative case in the state of Georgia is a representative example to combine them with each other Its organizing model, funding model and operation mechanism give us much valuable inspiration.
