摘　　要：赈捐制度在晚清救灾体系中占据着极为重要的地位。晚清赈捐开办异常频繁,虽然取得了一定的实际效果,但清政府为此也付出了沉重的代价。晚清赈捐加速了中央政府的权力下移,加大了地方政府的救灾财政压力,也使吏治愈加腐败。The donation system occupied an important position in the system of calamity relief in late Qing.The donation activities were held very frequently in late Qing.Though the Qing government made some practical effects,it also paid a high price.The donation not only quickened the moving of the power pf central government toward local governments,but also added to the financial pressure of local governments;furthermore,the donation made the official corruption more serious.
