摘　　要：调查发现,①重庆农村最低生活保障制度在实施过程中基层政府的执行力亟待改善,主要存在着四个方面的不足:经济力不足、执行文化力缺失、政府信息资源整合力缺少和监督乏力。因此,应采取开源节流,解决农村低保资金短缺;改造基层执行文化,重塑执行文化力;整合信息资源,构建信息网络;内外监督,解决监督乏力等措施加以解决。The investigation shows that the lower-level government executive ability is in an urgent need to improve in the implementation of Chongqing rural minimum living standard security system. There are mainly four problems, such as lacking economic power, executive culture, integration of information resources and supervision. Thus, this paper attempts to give some measures to change the situation by increasing income and economizing expenditure to solve the problem of the shortage of funds in rural areas; reshaping the grass-roots executive culture and enhancing the executive cultural force; integrating information resources, building information networks; and having internal and external supervision.
