摘  要:东部地区嵌入全球价值链,既使该区域经济面临低端锁定的困境,又给我国的东中西区域协调发展带来了一定的难度。破解这种双重困境,可以引导东部地区实施在全球价值链的基础上平行地构建国内价值链的战略,即东部地区要攀登价值链高端发展总部经济,以价值链的治理机制来协调产业升级、产业转移和缩小地区间的发展差距。从总部经济发展所需要的条件来看,利用自身在全球价值链中劳动密集型环节所形成的在位优势,将总部经济的交易成本优势与制造基地的要素成本优势相结合,可能是发挥我国大国经济效应的有效途径。The eastern region in China is embedded in a global value chain (GVC),which leaves the regions locked up at the low value added end,and increases difficulties in balancing development between the eastern and the mid-western regions.To make a breakthrough in the difficult status quo is to help the eastern region construct strategically a domestic value chain parallel to GVC,i.e.to upgrade its industry that may result in high value added headquarters economy,so as to reduce regional disparity by means of governance mechanism of GVC.There are,at present,misunderstandings of the development of China's headquarters economy.From the viewpoint of the conditions required by its development,it can be said that the most effective way to maximize our economy of a big country lies in the better use of the advantage of the labor-intensive part in the GVC,so as to combine transaction-cost advantage of headquarters economy with factor-cost advantage of a manufacturing base.
