摘　　要：随着首都经济建设的飞速发展和2008年奥运会的完美谢幕,北京城市现代化建设正在以前所未有的速度进行着。地理信息系统在各职能部门相继建立,电子地图越来越成为城市建设、管理、决策甚至服务的重要组成部分,成为了城市各功能部门的有效连接手段。而随着GIS的不断发展和ARCSDE的广泛应用,各种比例尺地形图之间的联系和转换也越来越紧密。因此,对于各种不同比例尺地形图的生产和管理也面临着一系列的变化。本文概述了基于ARCSDE的城市GIS电子地图管理系统建立的背景、建设目标、关键技术及其工作原理、系统建立的环境、数据参考标准、系统功能描述以及实际应用等方面的内容,为今后各种不同比例尺地形图在GIS领域的相互融合做出了探索性研究和实践。Along with the capital economic developing rapidly and in 2008 the Olympic Games answers a curtain call perfectly, Beijing city modernization is carrying on by the unprecedented speed.The geographic information system establishes one after another in various functional departments, the electronic map becomes more and important in the urban construction, the management, the decision-making even serve, and becomes the city various functions department＇s effective connection method.But along with the GIS unceasing development and the ARCSDE widespread application, each kind of scale topographic diagram＇s relation and transformation is more and more close. Therefore, it facing a series of changes regarding each kind of different scale topographic diagram production and the management. This article based on the ARCSDE city GIS electronic map management system, establishment background, the construction goal, the key technologies and the principle of work, the system establishment environment, and data reference standard, system function description has made the exploring research and the practice for the fusing of each kind of different scale topographic diagram in the GIS.
