摘 要:在计划体制中,人事关系是指"国家干部"与所在单位的劳动用工关系,但我国干部人事制度改革打破了大一统的国家干部管理体制,人事关系被分类为党政机关、企业、事业单位人员与其所在单位关系而被纳入不同法律调整范围,人事关系概念因体制变动而变得混乱不堪。目前,人事管理分类改革已初成定局,科学地界定人事关系内涵与外延,对确定人事关系的法律适用和解决人事争议具有重要意义。In planned mechanism, human relation refers to the employment relationship between state cadres and their units. However, China's cadre and personnel system has broken up the united state cadre management mechanism and human relations are classified into party and government offices, enterprises and public institutions's which are regulated according to different laws. Therefore, human relations tend to become ambiguous due to the variation of policies. At present, the classification reform of personnel management has become a must and scientifically defining the connotation and extension of human relations is of great significance to determine the legal application and solve disputes related to personnel management.
