摘　　要：面对全球金融危机,为刺激消费,拉动内需,美国历史上的教育凭单计划具有借鉴意义。本文从教育消费券政策的背景、正文和结果三方面进行分析与研究,指出该政策实现了从补贴教育机构到直接补贴受教育者的转变,能促进培训机构的良性竞争,是教育改革的一次重大尝试。With the face of the global financial crisis, in order to stimulate consumption and boost domestic demand, the history of the American educational voucher program has a referential significance. This paper analyzes the background, text and results of education coupons policy and points out that the policy is a major attempt in education reform which can promote healthy competition among the training institutions because it subsidizes the learner instead of the educational institutions.
