摘  要:目前多数供电公司实施的信用风险防范措施仍然比较被动,大多处于事后控制的阶段。为了加强事先控制,逐步提高电力客户的信用意识,增强供电企业控制风险的能力,根据已有的研究成果,建立起符合电力用户特征的信用评判指标体系;通过层次分析法、线性加权法和聚类分析等数学方法确定用户所属的信用等级,并提出相应的差异化信用服务政策。实例研究表明,运用此方法不仅可以对用电客户进行事前风险评估,避免或减少供电企业供电风险,有效判断客户所属的信用等级,而且能够根据信用等级提出相应服务策略,实现供电企业为客户提供差异化服务的目标。Most measures for preventing the credit risk taken by power supplying enterprises are still passive and at the level of subsequent control. In order to enhance the prior control, increase the credit consciousness of power customers step by step and improve the risk control ability of power supplying enterprises, a credit evaluating index system according with the character of power customers is established. Mathematical methods such as analytic hierarchy process, linear weighted method and cluster analysis are used to determine the credit rate of customers, and some differentiated credit service policies are put forward correspondingly. The example shows that the method can give prior risk evaluation of power customers, reduce or avoid the risk of power supplying enterprises, judge the credit rate of customers effectively, presents service strategy accordingly, and achieve the aim of power supplying enterprises to provide differentiated services to customers.
