灾害预防的道德原则初探

摘　　要：灾害虽无法消灭,但可预防。灾害的预防需要人对自身的行为进行约束。道德是预防灾害系统工程中的重要因素。对灾害的预防要遵循三个原则。(1)天人和谐原则:人类要尊重自然,与自然界相互依存、共生共荣,克服功利主义,反对过度开发,走可持续发展道路。(2)整体利益原则:防灾是一项系统性、公益性的社会安全保障工作,要树立全局观念,服务社会,维护大众的整体利益。(3)公众知情原则:公开灾害信息要实事求是并做到及时、统一和权威。防灾预警信息须建立在科学基础上,防止不准确的信息加剧灾害造成的损失。Although the disaster is unable to be eliminated, it may be prevented. The prevention of disaster needs that human beings carries on the restraint to own thoughts and the behaviors. Morals is the important factor preventing the disaster system project. It requests three principles. First, the principles harmony of between man and nature： human beings should respect the nature, survive and glorify with the nature. We should understand the relations fully of depending on mutually~ needing, and mutual benefit between human beings and nature. We should overcome the utilitarianism, oppose the over,development and take the sustainable development path. Second, the principle of total benefit： Various departments must have the idea that serving entire society, the populace and the natural. The prevention of disaster is a kind of work that is public welfare and the social security safeguard. We must set up the total view and display whole strength. Third, the principle of information opening： We should give publicity to the disaster information realistically. The publicity of early disaster warning information should be prompt, unified and the authorizable. The accuracy of early warning information of disaster prevention must be based on the science, prevent the inaccurate information from increasing the loss which the disaster creates.
