高校科技创新能力转化分析与评价指标的构建

摘　　要：通过从科技创新过程角度分析高校科技创新能力的内涵,从物质环境和软环境分析高校科技创新能力转化的影响因素,根据评价原则,构建以高校科技创新投入、科技创新产出、创新环境三个方面为一级指标的高校科技创新能力转化评价指标体系,并细化了7个二级指标和23个三级指标。利用模糊数学综合评价方法,建立科技创新能力转化计量模型,力求对大学科技创新能力的转化进行定量分析。Based on the evaluation principle, This paper tries to construct the evaluation index system of the transformation of higher education＇s innovation capability of science and technology. In the index system, the first--order index mainly taken from the three aspects of input, output and environmerit of innovation of Science and Technology in higher education. Moreover, it is refined as 7 second--order indexes and 23 third--order indexes. By using fuzzy mathematics comprehensive e- valuation method, try to construct a measuring model for the transformation of scientific and technological innovation, and strive for carrying out quantitative analysis to the innovation Capacity of Science and Technology in higher education.
