摘　　要：高校可以在自主权的范围内根据宪法和法律,制定不与宪法、法律、法规、行政规章相抵触的内部规章制度。这些规章制度都要体现理性、正义和致善,而且要符合法律所限定的权利(力)边界。贯彻依法治校的精神,考量高校规章制度运行的实际效果,落实责任制,激活救济制度,进一步解放思想等都是高校规章制度施行、实现高教法治所必须坚持的。Universities can make some regulations in autonomy that would not disagree with constitution,laws and regulations.Rules and regulations should embody rationality,justice and goodness.In order to practice rules and regulations,the spirit of governing an university by law should be put into effect;the actual effect of practical rules should be checked,the system of responsibility carried out;relief rules activated,the mind further emancipated.
