摘　　要：慈禧信用清流派处理军国大事,清流派对已经发生巨变的国际局势并不了解,不懂得中西文化可以交流,共同进步,仍然要尊王攘夷,把正确的爱国主义变成了谬误的盲目排外。清流派思想落后于时代,终被时代所淘汰,作了慈禧的替罪羊。Cixi trusted the Qingliu School to handle the state and military affairs. They didnt know well about the international situations. They didn＇t know that Chinese culture and west culture could communicate and make progress side by side. They only respected the dynasty and resisted foreign aggression. So the correct patriotism became blind antiforeignism. The Qingliu School fell behind the times and became out of date with the passage of time. They were the scapegoats of Cixi＇s.
