质量概念的嬗变与城市发展质量

摘　　要：质量概念无论是在内涵还是在外延上都随时代不断发生着演化。本文在对质量概念嬗变探讨的基础上,聚焦于城市层面,对城市层面的质量展开了初步研究,一方面我们对此概念进行了精确界定,将其定义为"城市在发展过程中,各种功能发展水平及其满足公众当前与未来需求的程度",笔者认为我们关于城市发展质量的定义不仅抓住了城市及城市发展的本质,还融入了可持续发展的理念,具有普适性,能够将跨时间、地域、文化的城市发展纳入统一的标准进行衡量;另一方面我们也给出了城市发展质量评价的初步思路,构建了该领域研究框架。The connotation and extension of the concept ＂quality＂ is developing over time. In this article we firstly discuss the evolution of this concept, and then concentrate our attention on urban level. We state a precise definition of the quality of urban development. Our definition is quality of urban development is the extent to which current and future human needs are fulfilled in relation to urban functions. Our definition based on human needs and urban functions captures the true nature of urban and urban development, not only contains the idea of sustainable development and gives prominence to human scale development, but also makes it possible to assess urban development across time, places and cultures. We also develop the rough ideas of the evaluation of this concept and construct the research framework.
