摘　　要：公立高校作为我国高等教育的主要承担者,其负债扩张为高等教育由精英教育转变为大众化教育、拉动经济增长和延缓就业压力做出了巨大贡献。但高校具有相异于企业和政府的特性,负债过大,不仅可能导致高等教育产品异化,教育质量降低,而且也潜伏着严重的金融风险,并有可能使政府成为高校负债办学风险的最终承担者,加重财政负担。The public universities are the main bearers of China＇ s high education, and their expansion on credit contributes a lot to the conversion of high education from elite to public, economic and employment pressure release. However, because universities have different characteristics from corporations and governments, the overloaded liability may not only lead to the alienation of education products, the deterioration of education quality and the potential financial crisis, but may also make governments the final bearers for the liability and increase their financial burden .
