西夏境内河套地区的农经开发

摘　　要：西夏政府非常重视农业经济,鼓励垦殖,曾不断引进中原先进的生产技术和生产设备。当地从事农耕生产的人数众多,他们坚持开展灌溉和精耕细作,使西北边疆的种植业迅速壮大起来,尤其是所辖河套地区,基本达到了中原水平。恰如当时边臣庞籍所言:"且西羌(指西夏)之俗,岁时以耕稼为事,略与汉同"。可以说,西夏统治者及其人民发展西北边地农业经济具有历史性重要意义,对神州大地的经济建设也产生过积极的影响和作用。The Western Xia government attached much more importance to the development of agricultural economy through encouraging cultivation and introducing advanced producing equipment and technology from the Central Plains. At that time, there was a large population engaging in the agriculture, irrigating and cultivating which had made the planting increasingly powerful in the northwest border regions, especially in the Hetao Areas whose production level was nearly up to that in the Central Plains. Like Panji, a border official of Western Xia, said, ＂The customs in Western Xia are more or less like that of Han people, i.e. cultivation and harvest in agriculture＂, this phenomenon was quite common in Western Xia＇ s territory. Therefore, rulers and people of Western Xia had made great progress in developing agricultural economy in the northwest border regions, which had also brought great positive influence to the economic development of China.
