摘　　要：组织项目管理成熟度模型是近年来管理科学与工程学科中项目管理领域的一个研究热点,建筑工程领域的项目管理成熟度模型及其应用研究尚处于开始探索阶段。针对实施建设工程项目的主体组织建筑企业,建立适合中国国情的中国语境化和专业化的建筑企业组织项目管理成熟度模型,用于测评建筑企业组织项目管理的能力和水平,诊断差距与问题之所在,制定针对性改进计划并实施,持续改进建筑企业的组织项目管理成熟度,对提升中国建筑企业在国际市场上的竞争力具有十分重要的理论与实践意义。依据中国建筑企业项目管理实际和建设工程项目特点及其管理规范,采用比较研究和规范研究方法,对建筑企业组织项目管理成熟度的概念范围框架、模型结构、应用方法等内容进行全面性研究。提出和建立涵盖组织保障支持和组织项目管理两大系统内容的建筑企业组织项目管理成熟度的概念范围框架,构建多维的建筑企业组织项目管理成熟度模型CE-OPM3,研究设计应用模型进行测评和自改进建筑企业组织项目管理成熟度的路径和方法,包括测评要素、测评和组织自改进的导航路径以及表达测评结果的直观图等。The Organizational Project Management Maturity Model （OPM3） is becoming a focus of international management science and project management research,though specific studies are still at a starting stage. A construction enterprise takes the main role in the construction project implementation. Through study of the organizational project management maturity of a construction enterprise,one may evaluate its best practices and capabilities and discover its shortcomings and insufficiency so as to improve its planning and enhance the level of organizational project management. This is significant in improving the international competitiveness of our construction enterprises both in theory and in practice. The project management maturity model is applied using the existing construction project management theory and the results from project management maturity model research and application both at home and abroad. A conceptual model of construction enterprise project management maturity is established,including organization support program and organization project management. Consiedring the characteristics of the construction projects and the status of the construction enterprise project management in China,a multi-dimensional Construction Enterprise Organizational Project Management Maturity Model （CE-OPM3）,together with an evaluation method,is constructed.
