摘　　要：高校教学督导制度现存问题阻碍了高校教育教学质量的全面、持续提升,也成为其自身进一步健全和完善的瓶颈。因此,树立高校教学督导工作的权威性、推进高校教学督导工作的法制建设、加强高校教学督导机构的独立性、建设以督教为主导、督管为保障、督学为目的三位一体的高校教学督导职能新格局、推行高校督学专业化、建构以发展性教师评价为主鉴定性教师评价为辅的高校教学督导评价新模式势在必行。The existed flaws of the supervision system,which runs the teaching activity in higher education institution,has now become an obstacle to itself＇s improvement and confined the full-scale and consecutive development of educational quality.Thus,we should build up the authority of supervision system,push forward the legislation to guide and regulate the supervisory work,ensure the independence of this supervision system,and set up a new supervision and evaluation mode which is guaranteed by efficient management and aims to create a good positive attitude about learning.
