农村中小学校舍维修改造资金绩效考评体系的基本构想

摘　　要：我国农村中小学校舍维修改造资金长效保障机制已经建立,建立校舍维修改造资金绩效考评体系既是落实科学发展观、提高义务教育保障能力的必然要求,也是深化义务教育支出改革,完善义务教育支出监督机制的重要手段。本文提出按照适效性、时序型、强制性、经济性的原则建立校舍维修改造资金的绩效考评体系,对纳入中小学校舍维修改造,使用中央、省和省以下资金的所有项目按照单体项目资金绩效评价和整体综合项目资金绩效评价两种指标体系设计的指标来分别进行考评。The long-term insuring system for the maintenance and replacement funds of the primary and middle school buildings in rural areas has been set up, to establish the performance assessment system is not only the necessary requirement to carry out the scientific outlook on development and upgrade the support ability of compulsory education, but also the main means to reform and improve the supervision mechanisms of compulsory education disburse. According to the basis of flexibility, time-orderedity, enforceability and economical efficiency, this paper puts forward to the establishment of the performance assessment system, to assess all the projcets which have been enlisted in the maintenance and replacement and using the fund from central, provincial and under provincial level governments, by using two guideline systems to assess the projects＇ expenses separately and synthetically.
