对“家电下乡”工程的调查与思考——以湖南省郴州市和永州市为例

摘　　要：家电下乡是当前政府为扩大农村消费,提高农民生活质量而推出的财政政策方面的一项制度创新,但这项政策实施以来,对"家电下乡"的效果一直褒贬不一,通过走访湖南郴州与永州的部分农村和家电超市,了解家电下乡工程在实施过程中存在的问题,以理性的眼光看待"家电下乡"的得与失,切实采取各种有效措施,使家电下乡这一惠农政策真正落到实处。Appliances to the countryside was to expand ruraL consumption, and to improve their quality of life and was a system of innovation of the fiscal policy of, but with the implementation of this policy, the effect of the ＂home appliances to the countryside＂ had been mixed, through visiting some rural areas and supermarkets of hmne appliances of Chenzhou and Yongzhou in Hunan, ruderstood some problems during the process of project implementation, treat rationally the gains and losses of the electrical appliances to the countryside, to take effective measures to make the policy of household electrical appliances benefits really farmers
