输电线路属地管理之利弊及调研分析

摘　　要：对广东电网输电线路属地管理现状、实施线路属地管理利弊进行分析,提出线路属地管理的工作思路。从线路基本运行情况、跨区线路运行分界点划分、线路故障跳闸管理、综合停电管理、通道清障和运检管理等方面介绍江苏电网、山东电网线路属地管理特色,提出要充分发挥属地管理的优势,加强跨区线路故障跳闸处理和协调,强化综合停电计划的制订、执行和考核,实施分级护线和群众护线制度,强调输电全过程管理和从源头把关的理念,实现线路工程零缺陷移交运行。The paper gives analysis on the actualities, advantages and disadvantages of apanage management of transmission lines in Guangdong. and puts forward relevant work route. From such aspects as operation of line, operational dividing point partition of cross-regional line, management of line fault trip-out and power cut. channel barrier clearing, management of operation and examination, the paper describes the apanage management characteristics of Jiangsu and Shandong power grids. Suggestions are also made, which include giving full play to the advantages of apanage management, strengthening the disposal and coordination of fault trip-out of cross-regional line, intensifying the formulating, executing and checking of comprehensive power-cut plans, actualizing classification system of lines shielded with grass roots, emphasizing overall- process management of transmission and checking on headstream, and realizing line project handover with no objection.
