三江源自然保护区生态保护与建设中应用参与式管理的探讨

摘　　要：参与式管理的核心就是注重以人为本,支持个人创新,以建立和谐的工作环境为手段,最大限度地发挥个人作用,释放个人潜能,创造个人价值,从而实现组织的预期目标。三江源自然保护区生态保护与建设的目标是通过加强牧民生产生活基础设施建设,提高牧民生产生活水平,进而改善保护区的生态环境,加强保护区的生态功能。本文通过讨论参与式管理在三江源自然保护区生态保护与建设中的可行性及必要性,提出了三江源自然保护区生态保护与建设中的应用方法,让牧民掌握参与式管理的方法,积极参与各项保护和建设工程的实施是合理的、必要的。The core of the Participating Management is to exert personal effect and potential in estaDnsnlng harmony work environment and to fulfill the forecasted object by supporting personal innovation. The goal of conserving and establishing the natural conservation area in the source of the three - river is to improve the eeo - environment of the region and to strength the eco - function of the region by the reinforcement of the facility construction for thelocal herdsman and by promoting the life for the locals. The paper discussed the feasibility and necessity of the Participating Management Model in the conservation and establishmentof the natural conservation area in the source of the three - river, and suggested the application of the model in the region by training the herdsman in the use of the method.
