摘　　要：阐述了网络环境的发展对信息资源建设和布局的深远意义,分析了网络环境下文献资源建设面临的新问题和新挑战,探讨了网络环境下我国信息资源体系的功能,提出了我国信息资源保障体系建设的模式与运行机制。This paper has analyzed the new problems and challenges during the construction of bibliographical resources under network environment, explored the functions of information resources in China under network environment, and put forward the model and operation mechanism of the model of China＇ s information resources security system and operation mechanism.
