摘　　要：通过中小企业"环境调适"政策和服务体系的系统分析,提出完善中小企业政策和服务体系的总体设计思路。通过双层紧迫性排序模型的运算,可对政策和服务体系各因素进行关联性的重点分析和系统思考。By the system analysis of the ＂environment adjusting＂ policies and service structures of small and medium-sized enterprise （SME）, this paper puts forward the overall designing blueprint of how to improve the policies and service structures for SME and mainly considered and systematically analyzed the relevancy of factors among policies and service systems through the computing of the Double Pressure Sorting Model.
