摘　　要：高校基层党支部实行目标管理和达标活动,对于提高党支部的凝聚力、战斗力、创造力,发挥党支部的战斗堡垒作用,保持共产党员的先进性具有十分重要的作用。其基本做法是:设定党支部的建设目标,并分解为10项子目标,然后开展达标活动。新时期高校基层党支部目标管理和达标活动只有不断创新,采取相应的对策,才能确保党支部建设取得实效。MBO（ management by objectives）and the standardization in the basic party branches in colleges and universities can enhance strength, cohesion and creativity of CPC members. The basic approach is to set the main goal combined with 10 sub-goals and finally to carry out the standardization activities. These kinds of activities are very essential in the new era. Only by innovation and taking corresponding measures can we ensure the effective- ness of the construction of the basic party branches.
