中国环保投资废气治理效率差异及其影响因素研究——基于29省市面板数据的分析

摘　　要：伴随着我国经济的快速增长,我国环境保护投资表现出总量不足与效率低下、结构不合理的双重困境。本文在国内学者对环境治理问题的相关研究的基础上,从新的视角出发,以单位投资处理率测度环保投资废气治理效率,运用描述性统计分析及面板数据中的固定效应变系数模型和固定效应变截距模型,试图对中国各省的环保投资废气治理效率差异及其影响因素进行分析。结果发现各省环保投资废气治理效率存在很大差异,环保投资效率与废气治理设施运行费成负相关关系;与经济发展水平的关系符合正U型曲线;与环保投资来源中自筹资金比例成正相关关系;与第二产业占GDP的比重成负相关;与排放滞后值成正相关关系。依据得到的结论本文提出了针对性的建议。本文的创新之处在于首次用面板数据对中国的环保投资废气治理效率进行实证分析。Along with the fast elonomic development, difficulty of insufficient volume, low eifficiency and china＇s environmental protection investment is in a dual irrational structure. Based on the related studies on the environmental treatment by domestic scholars and procceding from new perspectives, the paper applies the investment rate of units to calculate the rate of invested waste gas treatment, and analyzes the difference in invested environmental protection treatment rate and the influencing factors by descriptive statistics and the fixed coefficient model and variable intercept modle in panel data.It finds out that there is a big difference in invested waste gas treatment of the provice; and it＇s positively related with self-fund capital in emironmental protection investment; negatively related with the ration of second sector in GDP; and positively related with the discharge delay. Based on the findings, the paper puts forward suggestions. The creative point of the paper lies in that it applies the panel data to empirically analyze the efficiency of invested waste gas treatment for the first time.
