城乡统筹发展中统一住房保障体系的建设

摘　　要：本文旨在通过对我国现有城乡住房状况和住房保障体系的运行和存在问题的分析,探讨建立城乡统一的住房保障体系的设想和可能的途径。研究主要运用理论分析和实证分析的方法进行研究。并以北京市为例研究了城市住房状况和农村住房状况,以及相应的住房保障现状;揭示了现有住房体系运行中存在的住房紧张与闲置并存、居住人口变化与住房建设增加不匹配以及异地购房和居住趋势趋升等问题;并分析了导致城乡住房保障仍存在问题的城乡住房制度不同和城乡土地流转障碍等原因;提出了以解决农民工问题为切入点,构建城乡统一的住房保障体系的原则、框架和运行机制等。研究认为统筹考虑城乡住房保障问题具有重要的理论和现实意义。The aim of paper is to discuss the possible route of construction of unified indemnificatory housing system between urban and rural areas, through analyses on the current housing system and the indemnificatory housing. The theoretical analyses and demonstration analyses are employed in the study. It opens out the situation of that are housing demand exceed the supply, and at same time there is lots of vacant housing firstly, the increase of inhabitant dose not match increase of new construction secondly, and finally the trend of buying housing in other place with immigrant of from other city and countryside. The housing institution and land administration between urban and rural areas are the cause of that. It will try to put forward the principle, frame, and mechanism of unifying the housing indemnificatory system based on study,which the key point should focuses on migrant rural worker. The conclusion is that it is very significant to unified the indemnificatory housing system both in theory and in practice during the consolidated development.
