摘　　要：在区域经济发展中,内蒙古雄居资源优势。但是,资源与法律的关系警示我们,只有以"生态文明"建设为指导思想,不断强化以科技进步为基础的"资源——技术型"或"技术型"支撑的循环经济的法治保障才更有利于内蒙古经济社会的可持续发展,有利于实现内蒙古作为祖国北大门的守卫职能。At present the regional economic development in China, Inner Mongolia is famous for its unique resources superiority. However, the knowledge on the relationship between the resources and the law tells us that only strengthening the legal safeguard for the circulating economic development of resources--technology or the technology on the basis of scientific and technological improvements led by the ecological civilization construction can contribute more to the sustainable development of economy and society in Inner Mongolia and to realizing Inner Mongolia＇s guarding function of northern gate of the motherland.
