摘 要:运用DEA方法,对71个临床医学重点学科的5年发展情况进行了总体及分组(研究所组,中心组)效率评价分析,开展了规模报酬比较和压缩量分析。结果显示:研究期间总体平均效率均<1,各年度有效率临床医学重点学科分别占总数的50.15%~64.79%。PTE中心组总体水平高于研究所组;DE研究所组明显高于专科中心组;SE两组均递减,规模报酬递减状态明显,床位、人员、专用设备、业务支出经费的压缩量呈增大态势。建议:要高度重视效率下降现象,严格控制发展规模;要突出薄弱环节,尤其要解决中心组规模扩张严重、资源配置不合理等问题;要针对不同评价特点,控制各项要素投入。Leading disciplines' technical efficiency analysis in 71 hospitals in recent 5 years was analyzed by methods of DEA. Return to scale comparison and compression analysis was also analyzed. It was showed that the overall technical efficiency and the decomposition efficiency was less than 1. The annual technical efficiency accounted for 50.15%-64.79%. The overall PTE level in the central groups was higher than the institutes, the DE in institutes was significantly higher than the central groups, and the SE in both institutes and central groups showed steadily decline. The continuous returns to scale in the central groups declined progressively. The compression of beds and staff in the two groups increased consecutively for 4 years. The authors raised some suggestions as follows: attaching importance to the descent of technical efficiency, keeping a clear understanding, laying stress on weak links, intensifying scientific management, controlling the factor inputs for their own characteristics.
