摘　　要：城乡教育统筹是城乡统筹的重中之重,城乡中小学教师编制统筹是城乡教育统筹的必然要求。我国中小学教师编制"城乡倒挂"现象加剧了城乡教育的不均衡,亟待统筹城乡中小学教师编制。必须确定科学合理的农村中小学教师编制标准、对中小学教师编制进行动态管理、设置中小学教师流动编制、充分发挥国家"特岗计划"的调控作用从而推进城乡教育均衡发展。City and countryside education plans as a whole is the most important thing of the planning of urban and rural. It is also an essential requirement for city and countryside education plans as a whole. The phenomenon of the hanging upside down in urban and rural areas of the middle and primary school teachers＇fixed quantity exacerbates the imbalance of the urban and rural education. So we must plan the middle and primary school teachers＇fixed quantity as a whole urgently. We must ascertain a scientific and reasonable rural areas of the middle and primary school teachers＇fixed quantity standard, carry on the dynamic management, set up mobile middle and primary school teachers＇fixed quantity , produce a marked effect of regulation of the exceptional post teacher plan sufficiently to advance the balanced development of education between town and rural.
